In India, goverment officers who join Goverment service as director officer (in some specified grade or scale) are treated as gazatted officer through-out their service life. They are called so because are appointed on behalf of President of India and their appointment is included in a Goverment Gazatte. A Gazatted officer in India has got certain rights besides right of attesting various document of general people.

The Brtish who always divided and ruled classified government officers as Gazetted and Non gazetted officers. The appointment,transfer,promotions, reversions and other service matters were published in the government Gazette in case of Gazetted officers. In case of death of such officers while in office a black page in gazette used to announce such death. Gazetted officers were considered officers of integrity . So much so a copy attested by such gazetted officers is equal to the original. All other officers of the government were non gazetted officers. It is still followed in India.
