From everything I've ever heard about rio linda no one there should have firearms. That being said I would check with your state's, town's, and county's website.

I'd go to a gun shop in Rio Linda- one owner-operated, not a chain store - and ask about local regs. They are your best source.
I ran a search for "gun shop Rio Linda" and got a lot of hits. here is the Winchester dealer:

To obtain a CCW in most areas, you will need to attend a firearms training class (call local gun stores to enquire about classes...runs around $35.00 or so), take the completion certificate to the local sheriff's office, request an application, fill it out, give copy of finger prints (they will take them for you), then wait 6-8 weeks for approval or denial. If approved, return to sheriff's office and pick up permit (cost is$40.00 in Idaho...not sure about there...ask when you call about class)
