.rar is an archiving format similar to .zip. You can get a de-archiving program for those sorts of files at http://www.downloads.com - look for WinRar.
whatever.mp3.rar just means that whoever sent you the file zipped it up first before sending it, and you need to unarchive it.

rar is a compression algorithm (similar to zip and other compression algorithms) that makes files smaller by compressing them. This is generally done to save room or group many files together into one file.
Why an mp3 would be compressed is strange since mp3 is already a type of compression. I can't see rar compression making it much smaller. Anyhow, to uncompress it you need a decompression program that can extract a .rar file. Here are two that you can use:
http://www.rarlab.com/ has the main winrar application (it is shareware but easier to use).
If you want one that is completely freeware, you can get 7-zip at http://www.7-zip.org/ (7-zip is a bit more difficult to use, but if you can figure it out it is worth not getting hassled to buy it).
BTW, sometimes people mistakingly refer to any compressed file as a zip file. This is not true. The correct term is either "compressed" or "archived". Many decompression programs (such as winrar or 7-zip) can decompress their own compression formats but also include support for many others (such as zip) which leads to some of the confusion.

Most likely it's an mp3 file which was archived in RAR format.
Use WinRar to extract the file from the archive.

mp3 is a compressed music file
rar is compressing software.
You can compress mp3 files but the files will be totall .rar not mp3.rar

A .rar extension means it's been 'zipped' sort of. you need to extract the file, then it will be just another mp3 file.

It is an archived file, or otherwise called as zipped file. You can unpack using softwares like winrar. They are used to reduce the size of the file. We can access that file only after unpacking or unzipping it. "mp3.rar" specified by you says that ,the file is mp3. It is the archived format of an mp3.

No such thing as an mp3.rar file. .mp3 are music files .rar are files that are compressed.
