I have been going out with a man who doesn't live too far from me. We've kissed and hung out, but I don't know if he realizes that I am not going to be his girl. How do I tell him that? When? so we can still be friends. afterall we are neighbours...i don't want enemies...

If you don't want to be his girl, then why are you kissing him? I don't blame him for getting the wrong impression, if that's what he has. Just cut out all the physical stuff, and be upfront and honest with him about where you see this relationship going. No more kissing!

as you are probably already expecting.... guys hate it when girls just "want to be friends". it's extremely annoying and eats at them. make sure you arent leading him on or giving him false signals....maybe lessen the amount you hang out with him, and if he doesnt get the point just have a sit down with him and tell him that you see your relationship not going in a romantic direction, but would still like to have him as a friend in your life. somewhat cliche, but i think thats what you have to do. goodluck ma'am.

I guess you gotta do whats right. Hes gonna be upset of course! i mean who wouldnt be? but hell feel much better you told him now, then later when hes made a complete fool of him self. Be yourself and remember to be nice and sweet about it. Tell him the truth and hope that he accepts that

There is no such thing as friends in your case now. Still, tell him you don't want to continue the relationship.
Any fallout is collateral and if it can't be avoided then so be it.
What you must never never do is to lie to someone.
