Social indicators are low? As I understand that, you mean there are no risks/ threats from other countries, right?
Well, my friend, I have been 25 years in our Navy. Believe me, if WE don't have a strong armed forces, which can be a deterrent to countries having ideas of invading, they will!
Money spent on Defence is a necessary evil.
Even if we are a developing country [We are fast becoming a member of the developed countries group!] Don't you know? The world has woken up to see an emerging India, and is watching our fast progress very enthusiastically!
To remain strong, NOT to be an aggressor, but be a lover of peace, we have to spend a lot on Defence.

Because, in a nutshell, in nations where your "social indicators" are all low, private sector employment is inadequate and the need for both civil and military service as provided by the government is high, both to provide much needed employment and to ensure that those selfsame conditions which create unemployment and strife do not cause chaos.
For every example of a Uganda or Burma where the military becomes a tool of repression, there is a Turkey or Thailand where the military has a constructive role and is crucial to maintaining national patrimony. India is more an example of the latter than the former.

India has the unique honour of being surrounded on all the 4 sides by Nature like mountains,seas,ocean which no other country can boast of.
so, the prime activity becomes to safeguard ourselves from any external attacks,infiltration and other unwanted activities.so it becomes obvious for India to deploy more military forces at the borders.Moreover having neighbours like pakistan,china, afghanisthan one always have to keep an open eye and built your forces the strongest supported by the latest technology.so the defence budget has been alarmingly always on the upward direction.

India has to allocate,
b'coz surrounding countries,
like, Pakistan, China, Nepal and Bangladesh,
all disturb her social status......
everyday, terrorists do something wrong,
to disturb routine life of people.
so to make people live , peaceful
to stop terrorism and interfearance India
has to allocate more budget on defence,
to make social indicators higher.........

Else, the Pakis will climb and sit in kashmir, the Bangali's will cross over the ganges and populate, the Lankans will send more suicide bombers, the Burmese and Chinese will sneak in slowly...and a 101 more reason to remain armed to the teeth and keep the dogs away from the sheep.

In the case of India, it is so because India is surrounded by failed States ie Pakistan, Sri Lanka, Bangladesh, Nepal who are all creating all sorts of problems for India & if that is not enough there is China...

india at the moment is the worlds largest arms importer thats the reason china dont attack us they're scared of nuke war and india & NATO alliance. the pakistanis have very poor judgement and always get thet're ar*e kicked

India's chugging along. So what if they invest in their own defense? Would you rather them completely rely on the USA and the UN for defense?
India is chugging along, and in the long run will be better off than China in my opinion... mostly because China's 1 child policy will catch up to them, but also because Democracy works better in the long run.
