In my opinion, it is not right to make a claim like that. God doesn't bargin with people nor does he make deals. The only good thing that could come out of the person winning thelottery to prove God exists, would be that that person would believe in God. That would be really nice, but they would need to directed in the proper beliefs of Our Lord. I hope this answered your questions.

Didn't Jesus quote scripture when he said, "Thou shalt not put the Lord you God to the test"? I think he also warned people not to stake claims to things they couldn't control. ("Do not swear by the hairs on your head because you cannot turn even one of them black or white.")
But IF you were to make that claim, and IF you were to subsequently win that lottery, you would not have proof because you have not eliminated coincidence. There is no demonstrable link between your claim and the outcome.
However, you have no moral obligation regarding your subjects change of belief. If he believes because of that, he's a fool and his faith is pretty shallow. It's just as likely he'll change his mind if you or he don't win the NEXT lottery.

That may get her to believe but not others and chances are it might not get her to believe neither. That don't prove god exist neither. I don't think it would cause anyone to believe simply cause winning the lottery don't have nothing to do with a persons reason to "not" believe in god.
However it would prove that he/she is a hypocrite cause gambling is considered in a sin for those who believe in god.

My guess is that God gets millions of lottery requests every day. He must have a spam blocker for those prayers or something.

I don't believe that would make a person believe. You believe because you have seen the facts and tested them for yourself. someone else telling you is usually less persuasive.
