Justice is an abstract concept, brought about during civilizations founding. It is a mutable concept. Different societies have different ideas of what it is.

The only ways for it to be established, are for the majority to agree to what is just. Is taking a life just retribution for the taking of a life? Is chopping off one's hand in punishment for a theft justice? It varies, and no one answer is right.
