I had a similar notion about my hair for a very long time. If you were a guy, I would suggest getting a buzz cut (#2) with a square back and letting it grow out from that. In my case, to be perfectly honest, the culprit was OCD. Every hair HAD to be the same exact length! I'm not suggesting your situation is the same but after years of buzz cuts, and the occasional shaved head, I realized that no matter who cut it or how it was styled, one side always seemed to be a bit longer or thicker than the other. It only seems that way when you run your hands through it or obsess in front of the mirror. Believe me, it grows essentially the same length and nobody else notices what you think you notice. I have been told by more than one hairstylist that everyone has a thick side and a thinner side but never that some hair grows faster than the rest. At any given time, most of the hair on the head is growing and a small percentage is at rest. (Eyebrows are another story, however. At any given time most of the hairs are at rest while a small percentage is growing.) I do believe that men's beard hair may grow very slightly faster than head hair but I'm not entirely certain. In any case, just get a cut that you like and rest assured, it all grows the same but your only going to notice it being the same if you have every hair cut to the exact same length. My barber always used to assure me that "the hair can't escape the guide" on the clippers!

Some follicles may grow at different rates, but you will never get hair all at the same length without trimming it.
It's part of how hair works. Hair grows for a period of time, then goes into a resting phase and stays the same and then that hair falls out and a new one grows in. This means hairs of many different lengths all the time.
Of course, things like chemo or a severe stress might cause it all to fall out, so them you'd have an equal length of zero all over, but I don't think that's what you are going for.
Anyone who tries to sell you something to guarantee equal hair length is scamming you.

Every part of your scalp has different grow spans. There is nothing of two things on anyone that is totally equal, Your ears might be different in size or one is higher than the other. But the best thing to do is to trim 1/2 inch a month or every two weeks a 1/4 of an inch That's if you don't want an evident change.
It takes time depending on your metabolism, weather, and patience. Good luck! And I promise it will happen if you wait!
Hair grows faster in warm weather, it is true, but I do not know why.

If you can somehow manage to train all your hair to grow at the same rate, I wouldn't tell anybody about it if I were you. They would probably turn you into a lab rat for being an odd duck!

You just have to trim the back to keep it the same length.

Just trim the bottom ends. Do not layer at all.
