I am remodeling my master closet. Each side (his and hers) is about 50", and I want to put a lower rod on the second half of each side (for shirts and skirts). How high should the higher rod and lower rod should be?

and I dont want to buy one of these kits that are available at hardware stores, as I am on a tight budget

You're lucky. You are doing the remodelling so you don't have to make them any standard height but can tailor it to your convenience. How tall are you? How tall is your husband? The upper rod should be at about shoulder height, for ease of use. The lower rod should be high enough that the hems of skirts and shirts won't drag on the floor.

First of all in doubling rods, you should consider a shirt/blouse/jacket height is the top rod.

Without knowing the ceiling height, you might want to start by measuring from the floor for the lower rod. If you have the space, in height I suggest measuring it as high as whjat it might take to hang a pair of slacks, but certainly a height for skirts as you mention. Add to that about 2 or 3 inches, allowing the bottom of anything hanging on the top rod, and proceed to determine where the top rod needs to be,,,IE: the length of tops/blouses, jackets, etc.

If you intend a shelf over all that, install the shelf at least 3 inches above the top rod to allow for hanger removal.

Since I'm taller than average, I find that those rods are usually a few inches too low. I'd suggest that you pick the longest thing you want to hang on the lower rod and put the rod there. You don't have to use a "standard" that may not be right for you.
