Cited doesn't matter. Stop saying cited!
You rear ended her, you're at fault, and so you owe for her damages and her bodily injury claim. Sorry. She got cut off and stopped in time, but you didn't. The police and tickets are not what determines liability. The insurance company investigates and determines that, and speaking as an experienced insurance rep, Progressive will pay that claim. It would be impossible to defend you if they denied it and she sued. They would lose, so they need to protect you.

It does not matter if you were cited or not, if you bumped her back bumper, except in VERY rare cases, YOU are considered at fault. Citation or no, it is considered to be "following too closely" or something along those lines. Your liability coverage will come into play.

Quite possibly yes you are. You hit her. You were moving. She was stopped. Count yourself lucky you didn't get a ticket for following too close. Don't admit liability, and let your insurance handle it.

I assume you have liability coverage...your insurance will cover any legitimate medical cost and repairs to the other party.
Don't worry --
