Also I understand it is hard for someone who is paying child support or behind on child support to get a passport or visa.

certain other countries help the us with child support, so yes its possible they could be arrested while in another country. i know england is a country that works with us. mexico and cuba do not....if they go to a country that does not work with us then there is absolutely nothing we can do and most likely the case will be closed.

Arresting, No! But they will search every lead they have and they will charge you.
In New Hampshire, (USA) they hang up pictures of Dead Beat Dads at the state run liquor stores along with the amount owed. Rewards are possible this way.

no, the government won't even go out of the state, If he is in Oregon and you are in Georgia they will put out a warrent for Georgia, but will not cross state lines, not a federal offense, and they most certainly won't cross country lines, they won't even do that for murder and rape, sorry hun, I know EXACTLY what you are going through and I have no help for you, just keep trying
