Dumps are the cheapest but they pollute the water.
Sanitary landfills are more expensive and pollute less.
Modern Secure landfills are the most expensive and the pollute the least.

1. Reduce the waste at the source by educating people in separation, converting the vegetable waste to manure.
2. Inculcate the reuse by education.
3. Ban the use of plastic carry bags.
4. Then the residual waste shall be managed through modern secure landfills to minimise the impact on environment.

The current lined, layer cake landfill is the safest method, it allows for bio-reacting, to enhance methane production and makes the future mining of the fill for materials easier.
