There are reason's we don't have this power, and good ones at that. Your list of "rules" covers the reasons why.
Having been humbled in my own personal struggle, I finally understand that nothing, absolutely nothing happens in "God's" world by mistake. And "God" to me is love, that's it, that's all.
So, I wouldn't change anything with the power of miracles which is allotted to "God", but I struggle, daily, to right the wrongs we humans inflict on one another, to other creatures of this planet, to our earth and to the universe.
As far as miracles go, I've seen many, they became apparent when the hatred left my heart, and love for myself and the people who had wronged me, entered.

1, all people of all religions and beliefs would see that everyone else's beliefs and traditions are just as true and important as their own.
this would end religious war.
2, all people of all races and backgrounds would see that everyone else is a human just as they themselves are and know that their race and background do not determine who the person is.

everyone would Pay it forward every day. one act of generousity or great kindness for a complete stranger by everyone every day.
