It could be an infection then again it could be an ingrown eye lash but how would we know!!! If it isn't normal then there must be something wrong. And if something is wrong what do we do? We take it to the VET

Could be caused by injury and/or infection as a result, or something more serious. Worrying about the problem wont resolve it. Please take your dog to the vet.

She needs to go to the vet - there may be something lodged in there or it could be infected.

Sounds like it might be a condition known as "cherry eye" Have a look here http://images.google.ca/imgres?imgurl=http://www.gvsvet.com/cherryeye2.jpg&imgrefurl=http://www.gvsvet.com/cherry_eye.htm&h=115&w=169&sz=30&hl=en&start=22&tbnid=XOn_d1JdxQ83zM:&tbnh=67&tbnw=99&prev=/images%3Fq%3Ddogs%2Bwith%2Bcherry%2Beye%26start%3D20%26ndsp%3D20%26svnum%3D10%26hl%3Den%26lr%3D%26sa%3DN and see if it matches. If so, the dog will need antibiotics and a good veterinarian.
Best wishes
