buy a muzzle and get another helper. You can try holding her on her side with one hand holding her back legs and holding her hips down, and the other holding her front legs and her neck and shoulders down. Have the other person clip the nails. This tends to calm some pets down. If that doesn't work then bringing her to the vet will help. They will charge you a small fee. Also, they do have some sedatives that they can possibly give you to help calm her, but some dogs they do not work on. Ask your vet for further information.
P.S pugs tend to have black nails which makes it very hard to see the quick, which is the blood vessel inside the nail. If you don't have prior experience with clipping black nails then i would learn from a vet or veterinary technician.

What you can do is get her used to very gently holding her paws. When she's ok with that, hold the clippers close to her paws and just pretent to clip. Let her get used to the sound the clippers make and realize she's not getting hurt. When she's ok with that, clip just a very tiny bit off the ends. If you can't do all her nails in one session, that's ok, just go slowly and let her find out she won't get hurt. By the way, if you hold her down forcefully you're only upsetting her more and she won't calm down. Get her when she's tired and lying on her side, talk to her calmly and don't try to rush the whole process.
If she still needs help, you can get an all natural remedy called Bach's Flower Essences, Rescue Remedy. It's not a drug so there are no side effects like you'd see from a tranquilizer and a small dog like a pug would get only 1 - 2 drops. Give it about 15 - 20 mins. to take effect. You should be able to find it in a health food store, drug store or from a holistic vet.

You really shou have this done by the VET-there is a Vein inside the nail-can't see if nails are dark and if you cut this vein it is very painful to the puppy and it will bleed which will have to be stopped and can also get infected. It should only be at the very most 15dollars at the vet but safer for the pug. Giving dogs,any animal tranquilizers should only be done under care of vet for if wrong dose can cause dog,animal to have a stroke, breathing problems or cause a coma. Take your dog to the vet,please

I currently work at a veterinary hospital and we see this constantly. Pugs definently give me a hard time when it comes to cutting their nails so I know what you're going though haha :) But I reccomend playing with her feet so she gets use to you touching them. Dont give up if she tries to pull away from you because she will notice that you will give up. I would contact your veterinarian to see what you can give her to calm her down because I know there is something you can give her, I just cant think of the name right now (which is bugging me) haha. Also, if she still doesnt calm down, you can take her to your veterinarian or local grooming salon to get them cut which is around $5-10. I hope this helps and good luck with the little one! :)

You have to be really gentle, and usually if I can cut the first nail I'll give the dog a treat, and give them a small treat for every nail I cut so that they stay still enough for me to get them all.
Or, if you really can't do it, you may just want to have them professionally trimmed, save you some stress.

did she have any bad experience on nail cutting?
you should touch her nail more often to get her use to you holding her and touch her fingers.
then, you should give her some treats while holding her.
ask a family member to distract her from LOOKING at you cutting her nails.
then, cut her nail quick, make sure you don't cut too deep tho.
when you finish, you should give her a treat and reward her by saying good girl or a good chestrub ( anyway rewarding).
after a month or two, she should be ok with it.

If you cannot cut her nails I would suggest going to your vet or groomer and they can do it. Have you tried to cover her head with a towel ( No dont smother her LOL ) and with someone at her head they can hold her and calm her while you nip away. Good Luck and watch out for the quick.

I have the same problem and it got so bad his nails were getting stuck to the carpet when he walked, I had to take him to the vet to have it done and they had to sedate him.
