Keep him/her in the house with you. Most dogs only dig when they are bored. Keep him/her active and give them a healthy outlet for their chewing needs. Our dog (german shepherd) only EVER dug when she was put on an outside tie-out. Then, she tried to dig up the tie out post, basically. She's almost an adult now, and never digs. It has never even been an issue. She stays in the house with us. Just goes out for potty, exercise and FUN!! (Which means she goes out several times a day - sometimes to potty, sometimes to accompany whoever is taking the trash, a couple of times a day to chase the frisbee or play with the kids, sometimes to go running w/my spouse).

Digging is part of what makes a dog, a dog. They must dig. It relieves boredom and develops muscles.
Make them a sandpit with clearly defined borders. Bury bones in it to encourage them to dig there.
When you find them digging elsewhere, growl at them, pick them up, drop them in the sandpit, and say cheerfully Dig! Good boy!
Never punish a dog for something unless you catch it red-handed. If you come out and you find a hole that was clearly dug an hour ago, a day ago, or last week, your dog will not understand if you try to punish him for that old hole.
If you want to whack him for digging in the wrong spot, it will ONLY work if you catch him while he is digging.

I wish I knew! My Lab does the same thing and I have filled in countless holes only to have her dig them up again and again! I have tried putting some smelly stuff that was supposed to be a deterrent on the dirt I refilled the holes with. I found it at a pet store and so far it has worked (sort of) except in her favorite holes. I will just keep filling in and trying to discourage her. Good luck with your problem pup too.

I've heard giving your dog a specific place to dig is the best way to keep your dog from digging the entire yard. However, most digging is from pent-up energy. If you exercise your dog to point of exhaustion then he/she will stop digging.

Pepper or tabasco sauce sprinkled around will definitely deter them from digging in the yard.

Long Walks, A lot of exercise and plenty of activities....he is bored, anxious, frustrated and needs an out.
Start of a wonderful routine and tradition by making some special time for just him. He'll look forward to it everyday.
Teach him to "get the leash" to signify you are going to a park to play, a long walk or simply fetching.

When you clean up his/her poop, put it in the hole that he/she dug and cover it with dirt. He/she won't dig there again.
