I want information on camcorders which have manual shutter speed settings to 1/15 of a second.

i dont know about any others, but the canon gl2 can be set as low as 1/8s. i dont think any consumer cams have slow shutter speeds, because the pv-gs400 is a top of the line consumer cam and it doesnt have slow shutter speeds. www.camcorderinfo.com might help you. hope this helps!

Only the higher end professional camcorders allow manual shutter speed settings. For most consumer camcorders, they have a 'nightshot' or 'low light' mode that slows down the shutter.
I haven't tried this before, but it may give the desired result to use the nightshot mode in normal lighting situations.
