Before you give him an answer , ask him how he would feel if you went with some other dude and if he cares he won't be comfortable with that idea andwill tell you so and then tell him your not comfortable w/him bringing another girl.
If however his answer goes the other way maybe it is time to move on.

I would let him go...permanently. If he's dumb enough to think that you would let him go to homecoming with some other girl, then who knows what else he'll ask!!
