If he has a favorite hard candy, gum, or is mad about jerky...those are good snacks. Also, if he loves a special cookie---just stay away from ones that are 100% chocolate. For example, chocolate chip would be good and it would travel well. I know that the handy "baby" wipes are good for quick clean ups and to wipe faces...you can get large and small packs of those.
Figure his main meals are covered by the military (I assume that he is with the military or other support organization over seas) so snacks are key.
Send special things to remind him of you... a recent photo, maybe one of you MAKING the cookies you are sending. Art from youngsters if you have children...or how about a hand written love note from you! Don't forget to keep in touch with emails too :)

Don't send anything that will spoil, break, or explode. In other words, you wouldn't want to pack a can of soda, because the package would be getting shaken quite a bit and if it's in a warm area too there's a good chance it would explode.
I am including some links below that have some guidelines of what you can not send just in case you don't have a list already.
Anyway, some ideas might be:
Some of his favorite type of reading material, but it can't be porn (it's forbidden).
Photos of you and the family.
A letter.
Some of his favorite snacks (cookies, potato chips, candy, brownies, and ect). I would probably try to keep the potato chips and other snacks down to lunch size packages, so they retain their freshness. That way, if you want you could send a couple bags of potato chips and he would be able to open them as he wants to eat them and not have them all go stale.
There are also a number of Yahoo Groups for Military Spouses, so you might want to join a few and check them out. You might get lucky and find some right away, or it might take awhile to find the right one(s) for you. (see last link)

I saw a list on a web site, of things in short supply. It included underwear, sox, toiletries, non-perishable snacks like nuts.
Other ideas would be hand sanitizer, some cheap washcloths, so they could be used and thrown away, good toilet paper, medicated powder, like Gold Bond, travel sturdy cookies, like snickerdoodles, or molases, or soft peanut butter.Some of those Kool-ade individual packets that you pour into a water bottle .Boredom is a big problem when off duty. Some small games, travel sized chess, checkers, card games, some reading material, local newspapers, comic books. Have friends and neighbors sign a card, with a message, have the relatives do the same. Have the kids make something, you make something, if you are not crafty, so what, LOL! Get some construction paper, cut out some hearts with "I love you", or similar thoughts on them, lots of them in different sizes, so they fall out when he unpacks the care package. A framed picture in an unbreakable frame of you and the kids, or you and his parents, or of the dog and cat, write on it that Fido and Fluffy miss him, too. He might be glad of a good laugh.
And of course, ask him what him and his buddies really want and need, then put in the the stuff you thought of.
Or if you wish to be sneaky, write to his buddies, or have someone like his mom do that, to avoid potential problems, and ask. It might give them something to do, being sneaky and asking him what he needs, or putting in requests of their own..Be sure to put in some goodies to share. Even if they give the plot away, he will know help is on the way.

Send some cookies...lots so he can share. Also send some of his favorite snacks like peanuts or things like that. Some nice socks would be good too. Maybe a deck of cards.

whatever treats he likes for sure. i think that food wise the guys are pretty well provided for but if you can communicate with him why not ask?
as a naughty side note...
send him a pair of your underwear, just to remnd him of what he's got at home!

I would send him stuff he likes. maybe even toiletries. maybe some photos of you so he has something to look at when he misses you.

well, i have always sent my friends nice smelling shampoos, lotions(a smell that may remind him of you) baby wipes, homemade brownies work wonders.
