I would do it in your country start there because they are horrible in the U.S. in many of the states some states are more helpful but immigration is all about the money not what is safe for the U.S. get a legal service and begin the paperwork now. it is easier to get a tourist visa and come here as a tourist and do the paperwork needed afterwards that way. I met a Canadian citizen wife it took her 30 years to get her visa etc. through in the U.S. whereas I know many Hispanics who came here illegally crossing the border claimed Temporary Protective services and are all ready residents of the US in less than five years. I guess that is because it is not possible that anyone would marry a US citizen because we are loved. So see what you can do make sure you get a lawyer because you have to make sure it is done right and get a good one that knows immigration laws or a legal service that knows it because if the paperwork is not done right they will deny it and not refund the money.
