~ You didn't specify what the program is.

Check for an uninstall feature on the program itself.

EDIT:
Often failed attempts to remove a program will leave it corrupted and unable to be removed.

I've found that reinstalling the program will repair or replace the missing or damaged files, which will enable you to successfully uninstall.

If you've deleted the files yourself, you could also delete the file that says what files were installed. So, sometimes if you click remove then it'll give an error and be unable to remove it everything, because it has no way of knowing what files it copied. If that's what happened, and you just want to take it out of your list as a final step, Spybot Search and Destroy I'm pretty sure is able to take it out of your Add and Remove list.

Did you:

click Start
cl Programs
See if the program is still listed
If it is, and there is a right-arrow indicating options, follow them and see if there is an option to "uninstall."
