Crayola has these finger paints with "special paper", to where the paints only show up on that paper.
You could buy tempera paints and do ink blots with them.
Play doh. See if you can make a full dinner meal using the toys that come with it.
Use, or make, flash cards with the alphabet. Draw, (or print and glue a picture from the internet) an animal or food or activity that starts with each letter. The child will get a kick out of trying to guess what you describe to them.
Play dress up, take pictures. Print them out and make a collage.
Take a brown paper bag (only one side) or brown construction paper (draw lines on the paper to resemble a bag) and cut out the items in the grocery stores sales ads. Let your toddler "go shopping" for things he or she wants.
Fill empty soda or water bottles with water and food coloring, so they can shake it around... throw some glitter in there too. Or, fill with uncooked pasta, beads, etc. and tighten the lid... they have a new toy!
Bake cookies or brownies. Let the child try to mix the batter. They will love getting the mush between their fingers.
Need to clean? You can get them a broom their size at a toy store and let them "help".
Go for a walk outside and collect all things "autumn". Bring them back inside and create a collage for autumn.
Be creative! The thing they enjoy most is spending time with you!

A lot of different activities.
But my toddlers favorites art time and "over the river"
we will take the song and act like we are dora or diego etc.... and go on an adventure. And we will take turns saying where the places are to go. And "pretend" we are seeing sites along the way.
And as for art well when I run out of ideas (or coloring books) I use the web. type coloring pages in search and voila instant activity just print.
Additional thought: designate an area that way your toddler knows when it is art time or adventure time etc....

I love to go outside with my 2 year old.... I bring her to the park and follow her around the playground equipment. I love following her with my camera. At home we have blocks, coloring, reading, Mothergoose.com (this site has baby keys, turns the key board into fun thing for the little ones), bath times (loves playing in the bubbles). Anything really.
