It's not fear of rejection at all, most of the time guys just don't know how to approach a girl they're interested in.
You want him to speak to you give him a sign the next time he stares at you- wink at him or give him one of your flirty smiles.
If he doesn't talk to you after that he either has no interest in you that way or he's gay.

Since they seem reluctant to walk up to you and explain themselves, perhaps you should simply walk up and ask them :-) If they are staring, it is probably for a reason - either they are daydreaming and looking right through you (not uncommon with guys) or they are somehow intruiged by you. If you appreciate the attention, tell him. Perhaps you could say something like "I don't mind you looking but it sort of creeps me out unless you follow that up with a conversation" - and see where that takes you. If you would rather they looked elsewhere, perhaps say something like "I've noticed you staring at me for a while now, and while I'm flattered by the attention, I'd rather you shared it with some of the other girls also".
If you have a question about guys, never hestitate to simply walk up to one ask ask, but it should be something specific. For example, the question "Why are guys so dorky?" is much too general for the average guy to answer, but a question like "Are guys offended if a girl asks them out on a date?" is something they *can* answer. There's no such thing as stupid questions and guys are really flattered by the attention. Before you know it, guys will be lining up to answer anything you want, since finding a girl that they can explain guy behavior to is actually rare and unusual (and very attractive).
So - be brave. Ask away. It won't be dull and you will be better informed than the other girls :-)

Yeah, been doing it all my life, but I try not to be obvious about it. Sorry not that many us are great at just walking up to a hot chick we have never met and starting a conversation. That really scares me, while I have no problem with pretty extreme life or death situations.

It could be a number of reasons why: he's shy; he's taken but still likes looking at you; afraid of rejection; he had tooth surgery and his mouth is numb at the moment, etc.
Most guys, me included, like to just look because there are no consequences usually.
