You kinda answered your own question already. If on and off for 12 years is enough for you then keep doing what you are doing and maybe just maybe you will pass up the man of your dreams who is committed and wants to marry you.

You're joking, right? Of course, it won't. I have heard of it happening, but do you really want to betroth your life to someone who can't figure out if he's committed to you and takes so long to decide things?
How long will it take him to decide to have kids (or not)? To buy a house together? Move on.
