You have to be 21 to gamble in Las Vegas. The casino will not allow an underage person stand around to watch someone gamble. You can walk through the casino to get to where ever you are going, but you cannot stop and watch. The casinos work very hard to monitor this.

The answer to both questions is NO. The legal age for gambling in Nevada is 21. People who are not 21 are prohibited from loitering in gaming areas and will be asked to leave.
Casinos aren't at all flexable on this because if they get caught allowing underage people to gamble, then a hefty fine followed by a possible suspension of their gambling license will result.
All of that being said, however, it's been my experience that if you look and (most importantly) act like you belong there, then there's precious little chance that you'll ever be carded. If you look like you're a scared kid and you act like it's your first time in a casino, then you'll get carded and asked to leave....

It's not like they card everyone who walks in...as long as you don't look like a little kid you should have no problems. And try to act like you know what you're doing. And put a solid 50 bucks on 14 for me at the roulette table.

Unfortunately, the gaming commission is very strict, and the casinos that care about keeping their licenses will kick you out as soon as they figure out that you're not 21.
If you don't look underage, you might be able to stand with your spouse, as long as they don't card you.
