Willie Pep was an amazing defensive fighter
Benny Leonard was well known for defense
Gene Tunney had great movement
Muhammad Ali had the greatest reflexes at turning away from a punch.
Winky Wright has amazing defensive skills.
Salvadore Sanchez had great boxing skills
Sugar Ray Robinson was all the way around the best skilled fighter.
Jack Johnson is well known for his ability to block and parry punches.

Roberto Duran has the most subtle, underappreciated defensive skills in boxing history.

He wasn't Pep, but he rarely is mentioned in the defensive lists. Throw in Wlfred Benitez and Pernell Whitaker as two guys with completely opposite defensive styles who nonetheless were awesome.

Loi rates a mention as well.

When Mike Tyson was young, and with Kevin Rooney, he was a fine defensive fighter, using Cus D'Amato's peek-a-boo style. He was very adept at slipping punches. I wouldn't call him the best, but what made him special at first were his speed and defense.

this is one instance where the saying that the best defense is a good offense applies.....no defensive master will ever be the greatest boxer
