Someone who actually does everything in their power to follow Christ ("Disciple" is actually a better term to use--"Christian" is only used 3 times in the Bible, and at least once more as a slur than anything).
This would mean that they study out what His expectations are (laid out for us conveniently in the Bible) BEFORE (s)he decides this is who they are, and wants to be.
Then, they actually DO it (failing at times, but getting back on track, with help from others in the fellowship, God, prayer & the Word); and this would involve repenting of sins, and getting baptized. (Jesus did not just get baptized "in the Spirit"--so what make us think we are somehow above all of that??)

Those FIRST called Christians at Antioch were the likes of Saul, Barnabas, and Peter.

Saul, of Saul/Paul, a law orator of law/grace
Barnabas got carried away by dissimulation
Peter was only man in the Bible called Satan

A true Christ-ian is Christ-like.
But let us also sort out the Christs.
For it is written: false Christs shall arise.

Christ: is the end of the law, our peace thereby
Christ: is the Saviour of the world, not some only
Christ: ascended far above the heavens, not on high

To wit: that God was in Christ reconciling(not alienating)

It's a 1000 pages of clarity upon clarity,
even Pauline clarity of charity never faileth.

Summation:
law is not sufficient (grace req'd)
grace is sufficient (no law req'd)

The GRACE of our Lord Jesus Christ with you all. Amen.

People who believe that Jesus is their savior and redeemer.

I shy away from the "follow" definition because everyone has different ideas of what exactly that means.

best wishes
