Weather getting cool, bird's attitude is changing - never really leaves house/sleeps in window/ even bangs on window for food/water. I'm told these birds are worth something - true? Who to contact? Will he survive winter? Thank you!

Look at the numbers on the band and see if you can locate the owner/club the pigeon belongs to online.

Homers are usually worth something to the owners but in many cases, once a pigeon gets “lost” the owner may not want or care about the bird anymore. You might have yourself a new pet if you wanted one!

This bird is probably a homing pigeon. You should be able to locate it's owner through a on-line homing pigeon registry (use the #s on the band). I found one last year and found the owner this way. You may be able to find a local homing pigeon person to take it if you can't find the original owner. They can be great pets, but you need to get it vetted before you bring it inside. They are usually kept in outdoor aviaries.

Are you sure the pigeon is banned? And how could their banning be controlled by the environmental agency unless they're kept in quarantine?

I suppose my primary question is how can a bird be banned and is still free to fly where it wants to fly?

Note: Would it be a wild guess on my part that you mean the bird was banded--not banned?
