It kind of has this rushing, hall effect, but it precedes the vocals. A lot of people have used something similar to it for movies or tv to give a creepy sound on a voice of a ghost or whatever. You can really hear it best at the part of the song when he sings "...Well I remember..."

reverse reverb can achieve that effect, but it could also be done by sampling the reverberation, reversing it and placing it before the vocal starts. the part where he sings 'well i remember', a vocoder was used to achieve the synth effect on his voice.

"Phase shifters" were really big in the 70's and 80's. Mostly used on guitars, but often on vocals and even drums. He's also got a good bit of reverb at that part you mentioned.

It's called reverse reverberation.
