It's typical ignition setup. You need to pull the steering wheel and take apart the steering column to access the lock cylinder. Not real complicated and would be better for you with a Chilton's or Haynes repair manual that details step by step instructions.

Jeep used a GM Saginaw steering colum. You have a lot of parts to remove.
You might check some other areas first - (a) the automatic transmission safety interlock mechanism under the shifter console, and worst-case,(b) the neutral safety shift-lock switch on the transmission. Try (a) first - there are a bunch of screws and parts & pieces to remove, but you will find a cable that on the shifter handle that can slip out of adjustment. It's a PIA to do it right, so be patient.
I downloaded a PDF file with exploded diagrams for an '88 Cherokee, but I can't remember the URL link.
Use a search engine with terms: cherokee, steering column, automatic shift console, neutral safety switch, and I think you will find some articles. Or else find a Jeep Cherokee "XJ" forum and ask for help. Or try a dealer and ask them to print copies of pages from the factory service manual.

you could try turning the steering wheel right or left a little and see if you can turn the key them. my 87 wrangler does that sometimes, and a litle wiggle knocks it free. I need to change my lock cylendar tho, mines so worn that any key will turn it.

save yourself a headache and call a junk yard and get the whole steering column. i think mine was around 50 bucks and it took a half an hour to install.

its a *****. getting the o-ring off after youve removed the steering wheel is the hardest part. you must push the piece the o-ring holds on down in order to get to it. its spring loaded and very difficult to hold down and play with the o-ring at same time. it took two of us and a pry bar to hold mine down. then i still had to have one hand free to pry off the ring. good luck.
