You only use it if dialing outside your country. That code - 0 - tells the telephone computers that you are dialing something special. When you dial the country's specific country code after it, it tells the computers you are dialing a particular country. Otherwise, you end up dialing the local operators within your country (at least, in America ... I'm not sure about 0 for operators in other countries).

it lets the phone operator in the country you are dialing in know that you are dialing to another country and then takes you to the next stage otherwise you could in thoery end up with two exactly the same numbers in different countries and end up getting through to the wrong person...
