i know it's al-lugha, but would you put a shadda on the first laam or would you write both laams?

both laams must be written,but the pronunciation will follow the following rule:
in Arabic there are two types of letters:
1-moon`s ,lunar,letters,any word starts with one of them,then the laam of "AL" connected to it must be pronounced separetly,like in:
Al qamar (the moon)
2- sun`s letters,solar, any word starts with one of them,then laam of "AL" connected to it mustn`t be pronounced , like in: Ashams,instead of Al shams(the sun).
Lugha already has" L"which is a sular letter,so it must be said as:alugha with heavy laam,but written as Al lugha

You write both, since the article is a separate word. Shaddas are only used within the same word.

if it's too small, it's two laams with a shaddah on the second.
