nothing technical for this answer just hair follicles
just pluck it out everytime it comes and eventually you will destroy that follicule an it'll stop...thats unless you have more of them which is often the case......

I usually get one long hair on my arm against a sea of blond hairs. I usually pluck the long, black hair.

I don't F**king know, but I am a toe head blond and I will get one single strand of black hair out of all the blond ones.
I just ended up dying my hair black to match the one black strand
