YOU can't. The last thing he needs is a female friend to tell him how great of a guy he is. Here's why... by you telling him that he's... [insert compliments here]... you will build up his confidence. Which is good, BUT... he will then proceed to ask you out because now he believes that you really like him. Then what? You turn him down and now he thinks you were just lying. So what good did you do him? NONE, you made things worse.

I'm afraid there is nothing you personally can do. Some people are shy and grow out of it, like me, I just realised that I did not have anything less or more than others, but some people are shy by nature.
The main thing is to respect their shyness and let them know they are okay the way they are.
Attempting to change someone can also be destructive rather than positive.
Let him be who he is. He is fine that way. He'll come out of his shell when he is ready to face this cruel world.

Tell him that there is nothing wrong with him. Show him someone else who is very forward and active and ask him 'in what way are you different or lower than him'.
Tell him that everybody makes fun of everybody and everybody including the great leaders and religious leaders have all been laughed at and insulted but that he should do what he thinks is right and talk what he thinks is right.
