Why does a man steal a horse?

The answer is: "Because he's a horse thief."

Stealing a horse does not make a man a horse thief. The theft of the horse was merely the evidence of what was inside the man before the act took place.

Forgiveness is based on repentance.

The New Testament Greek word for repentance is metanoeo (met-an-o-eh'-o); "to think differently or afterwords, i.e. reconsider".

Jesus often forgave sins, then commanded to "Go and sin no more".

Does God love and grant forgiveness to those you and I consider grievous sinners? If they repent, yes.

Following repentance and forgiveness, they are no longer terrorists, murderers, etc. They have been redeemed, bought back from their slavery to their own sin nature, given a new nature.

Then the remainder of their days upon this earth they are 'working out their salvation with fear and trembling.' Phil 2:12 KJV

Salvation is a topic most Christians are confused about. When a man reconciles with God, he is redeemed, not "saved".

The word "saved" is often translated "healed" because it means to be made whole. Being saved is a process whereby a Christian chooses the new nature of Christ over the old nature inherited from Adam.

Being "saved" is a process that continues until the day we go to meet our Lord.

Jesus spoke much of those who don't invest that which is put in their care, speaking of the guidance of the Holy Spirit and the new nature received when we're born from above.

Those who continue in sin after receiving God's free gift are continually admonished in the Word of God and are building their house on sandy soil.

When God forgives it's not so that people can keep doing the abominable things they were doing before. I've only found one thing in the Bible that God will not forgive - and that is blasphemy against the Holy Ghost. God will forgive everything else, but a change is required to remain in that state of walking in God's forgiveness. And there is provision in that forgiveness for the change that He requires. Repentance is about change, changing one's mind about the direction they were going before and turning from where they were headed to God. It's a miraclulous new birth. The person is given a new nature with new desires.

Does that mean that they still aren't accountable to society for the wrongs they have done in cases like the ones you mentioned here? Not at all. They'll still go to trial, and if the evidence presented proves them guilty, they'll still do the time. Quite often when they have truly repented, they understand this, and they do the time willingly.

Only if they truly repent and leave behind all this crap, and become new persons (because there isn't much good in the old ones). "God does not wish the death of the sinner, but to repent and live."
In Greek (and remember the New Testament was written in Greek from the beginning), repentance is translated "metanoia", which means a change of mind, of intellect. This is a radical transformation of the human being which can only happen as a synergy (working together) of God and the repenting man. The latter brings his will to repent (since God respects man's free will) and God brings the ability to produce the change. Otherwise, it is over the human beings' ability to produce such a radical change in their self.
And if police and court can might be fooled by some fake repentants, God is not.

Let me give you an example how God is Merciful.

Abu Sa`id Al-Khudri (May Allah be pleased with him) reported: The Prophet of Allah (peace and blessings be upon him) said: There was a serial killer among the Children of Israel who had murdered 99 people. He was directed to a monk. He came to him and told him that he had killed 99 people and asked him if there was any chance for his repentance to be accepted.” He replied in the negative and the man killed him also, completing one hundred. He then asked about the most learned man on the earth. He was directed to a scholar. He [the murderer] told him that he had killed 100 people and asked him if there was any chance for his repentance to be accepted. The scholar replied in the affirmative and asked, ‘Who stands between you and repentance?’. The advice of the knowledgeable scholar was: ‘Go to such-and-such land; there (you will find) people devoted to worship of Allah. Join them in worship, and do not come back to your land because it is an evil place.' So he went away and hardly had he covered half the distance when death overtook him; and there was a dispute between the angels of mercy and the angels of torment. The angels of mercy pleaded, ‘This man has come with a repenting heart to Allah,’ and the angels of punishment argued, ‘He never did a virtuous deed in his life.’ Then there appeared another angel in the form of a human being and the contending angels agreed to make him arbiter between them. He said, ‘Measure the distance between the two lands. He will be considered belonging to the land to which he is nearer.’ They measured and found him closer to the land (of piety) where he intended to go, and so the angels of mercy collected his soul.”

In another narration, it's said that the man was actually closer to the land of sin. However when the angels measured, Allah made the distance expand so that the man is closer to the land of piety.

What is the message to us here? God could just take him to Paradise if He has forgiven him, without all the measuring of the land. Yes He indeed could, but He made it so that we realize how Merciful He is, so that we do not loose hope and ask for forgiveness. Even if we have committed a great sin, if we truely repent, He will forgive Inshallah! Do you realize now how God is Merciful? He has shrunk the land in one side, and expanded the other side just to save one man - a previous serial killer!

Do you think that you are better than the kiddie fiddler, terrorists, murderer, rapist etc, etc?? Becuase if you do then you are wrong. In fact you are just as evil as the next man. Your sin is evil to the core and so is everybody's. If you think that you are better you are wrong. Does God forgive them? Yes if they turn away from their wickedness. But the good news is that He loves you too, and he'll forgive you if you turn away from your wickedness.

God forgives every one, and alouse them a second chance. but yes he does for give terrorist, murderers and rapist, and every one else. but God also says that a person that has killed someone is no better then the person that wishes that someone was dead, or that a rapist is any better then someone who lust over someone. in Gods eyes we are all equal, and every one is the same. He will only forgive htem if they are trying to stop and really want forgiveness. If they just say sorry adn then do it again, he will not fogive htem. God knows everyone's heart and He knows who's relaly seeking His forgiveness and love. And if the perosn was sturggling with that problem and they needed God to help them to get that problem away from them. Like a person who rapes and cna't stop, God would def, forgive someone who is trying to stop adn went to God for that help. If they raped someon and then said oh God im sorry, buthten did it again, God's not going to forgive htem. That's what people keep forgetting. Its not about saying im osrry but its about if u vow to really stop or ty to stop doing what u are doing. God knows everyone's heart adn what they are thinking anyways, so He knows who is real and not.

It alledgedly depends on whether they are repentant or not. He may forgive them but it doesn't necessarily mean they will get all the paradisical glory etc at the end of it all cos God suposably has to abide by his own laws. So in theory bad people will still burn in hell - god will love us whilst we're burnng tho so that has to be some comfort huh?

True repentance ( with the absolute intention of not doing the despicable again ) will bring about forgiveness. And you can't fool God as He knows your true nature.
