1 & 2) think of the victims in concentration camps. it doesn't take long before you become a nothing but a skeleton.
3.) skin shrinks down with proper exercize and diet. with people who build their muscles up, the skin will (over time) begin to cling to the muscles. this phenomena will also occure with lack of proper hydration. in any case, if the skin it too lose, it will take longer.
4) walking and jogging will build up leg muscles, yes. but if you are starving yourself as shown in questions one and two, then the muscles will deteriorate. your body will literally consume itself. that's why you will be disgustingly skeletal. because your body will go into starvation mode, and anything that supplies nutrience will be consumed. that includes fat cells AND your muscles. it's not a pretty result.
my advice to you is find a nutritionalist. or a good therapist. find out why you feel you need to do this to your body. DO NOT do this! if it is "some one you know," get them help. it's better to have support than to slowly kill yourself, don't you think? i've been there, and thought it was fine for the time. but it almost killed me. don't do this to yourself. it's not worth it. if you are doing this for acceptance, think hard about who you want to accept you...do they care about YOU or how you LOOK? don't put yourself through that kind of pain.

1 and 2) If you eat any amount of less than 1,200 calories per day, you will lose muscle very quickly and the fat will just be stored as your body goes into starvation mode.
3) Loose skin is caused when the skin elasticity is not very good to start with due to sun damage, smoking, etc, and also with large amounts of weight loss very quickly, such as after gastric bypass surgery. If you lost the weight over 6-8 months, you will probably be fine. You should not lose more than 1-2lb per week, so your goals are realistic and if you take care of your skin, it should shrink back. Try using jojoba oil or vitmain e on your skin whilst losing the weight to keep it in good condition.
4) Yes, walking will tone and build up calf muscles, especially walking up stairs a lot, so always take the stairs and not the lift.

1 & 2 it will probably take a few weeks for your muscles to start to deteriorate with these few of calories
3 Loose skin is caused from loss of fat and no muscle forming and yes 37 and 47 lbs will definately cause loose skin if you do not do any resistance training. If it takes you 6-8 months to lose 47 lbs you are losing at a very slow rate and will not have loose skin again if you use resistance training.
4. walking will cause you to lose fat if you keep up your heart rate it will only cause calf muscle build up if you are using ankle weights or walking up a steep incline.

The muscle that will start to get consumed may be your heart muscle, because you're starving yourself at less than 1,200 calories. Your starving body will actually not lose fat because of the starvation, it will backfire on you.
If you lose weight, whether your skin will remain loose or tone up depends on your age, genetics and lots of other things - usually the skin won't snap back if you're >40 and lose >100 pounds.
If you want to build up calf muscles, it's better to do something that has resistance, which means weights - you could do this walking (or better running), it will just take longer without resistance.

You can't build up or shrink muscles without consuming a balanced diet of protein, veggies, carbs etc.. Do so over a longer period of time and it will work better with longer lasting effect. If you are trying to shrink your muscles, my friend did so by dieting reasonably at 1200 cals./day, balanced diet and pilates excercise. You don't need to starve to get thinner looking/streamlined and svelt. Some bodies won't ever be lean looking, it's genetics...look at a bulldog vs. a greyhound. If you are young, the skin will spring back into shape and not sag. Calf muscles are shaped based upon your genetics, you can't determine what yours will look like, but walking in heels will build up calf muscles.

340 calories per day will cause starvation. End of story. If you're trying to diet, you should restrict your diet to no fewer than 1,000 calories per day. Any lower than that, and basic functions of the body will break down.
Walking probably won't build up muscles, unless you use weights or walk up hills or stairs all the time. It'll probably just burn calories.
Which you need.

That is way to little calories, if you do not eat enough your body will think it is starving, just eat 4 small meals per day, exersise, cardio, weight lifting, drink water. Go easy on the carbonated drinks they bloat you up.
Even if you go for a few short walks during the day is exersise besides a 30.45 minute workout.
