Because in the sense of sales / shops the word 'monger' means "a dealer in a specific commodity."

It's derived from the Latin word mangō, meaning a dealer in slaves, which is believed to be derived from Greek.

Incidentally, in the terms war-monger and scandal-monger the word 'monger' means "A person promoting something undesirable or discreditable." Same word, two slightly different connotations! Sale of products, and undesirable promotions..!

People selling shoes don't want to be associated with slaves, fish, OR undesirable things, so they don't use the word monger!

They used to be called that, long ago in England, but for shoes the term "monger" became in disuse.
The only other "monger" I can come up with, that is still in use is "war monger".

Because shoes aren't alive, and therefore don't need to be mongered.

why isnt a shop that sells fish called a fish store...fish market? Maybe he is not selling, just collecting.
