Most of the H&R Block people are seasonal employees hired just for tax time. There are also permanent employees who work year-round, doing such things for example as amended, late or extension filings, recruiting people for next season and preparing training for them, or responding to enquiries about returns already filed.
As far as a question like you have, they'd have to run through your tax computation, and would expect (fairly enough) that you'd pay for that. And for a price, sure, I'm sure they'd do it for you. But you'd be ahead to do that part yourself. If your return isn't real complex (like you don't have a business, own rental property or trade a lot of stocks) you should be able to figure it without much problem. You can download forms from last year at irs.gov. This year's forms aren't there yet last I looked, but if you use last year's, you'll be pretty close.
If nothing changed much in your income this year from last year, and you didn't change your withholding, you'll probably be fairly close at the end of this year to whatever you paid or owed last year.

If you take a paystub with you they could probably determine your approximate income/tax withheld for the year, take out the standard deductions and exemptions and come up with how much you would be short or over.
They do tax returns all year round- some people have extensions, some are behind, some businesses are on a fiscal year, and, of course, they have to spend a lot of time in training/giving classes for the next year.

They do more than just individual yearly income tax help. There are people and businesses that deal with taxation and audits year round.
As far as asking them what they think you'll get back next year...they may be able to, as long as nothing drastic changes in your income/withholding from now until 12/31.

first of all, many individuals and businesses have to file quarterly, so that's what they do the rest of the year.
Also, every H&R block has training classes in Q4 and hires students who pass for feb - April, and then lays them off, so they bump up staff for the heaviest tax season.
they can do your taxes now and let you know if you're getting a refund, but tax laws may change - you can also buy turbo tax on the cheap and put some plug numbers in and find out yourself.

Sure but do you expect it for free? To get your answer requires them to estimate your return for next year. You should pay for that work. Or do it yourself online for free at turbotax.com. They are busy doing other work yearround so don't expect free stuff.
