If you mean the Statue of Freedom on the Capitol dome, no, it is not blindfolded. Here is a close up photo of it when it was taken down for restoration.

Yes, because it is supposed to be portraying the idea that justice is blind. Equal rights for everyone, no matter color, race or gender, that kind of thing.
