My neighbor is a complete ***. At 8:00 at night he revs his motorcycle as loud as he possibly can over and over and over again! I guess it would be different if he had somewhere to go, but he just does it to make noise, then goes inside. Yesterday he did it and I had JUST layed my daughter down to sleep. After a few minutes I walked outside and asked if he could stop since my daughter was sleeping (and of course her window is on the side by HIS house), he completely ignored me! Then he started heading inside so I said "Thank you!" to which he responded "Whatever" in his deep New York accent. Is there anything I can do about this *** hole? Isn't there some kind of sound ordinance law, or does it have to be after 10 or 11 at night? Any info is greatly appreciated!

Just for some of you who were wondering (Bill the cat), I was, and have always been very polite to him. The reason that I am referring to him as an asshole now is because of the way he treated me, with NO respect after I asked him to nicely quiet it down. I know I don't control the world, but that doesn't mean that I don't deserve to have some peace after a long day of working and taking care of a toddler.

What state are you in? Most states have a law regarding disturbing the peace. Usually, that applies to any unreasonable noise at ANY time of the day or night. I am not quite sure where the whole 10 PM thing came from.
Generally, you would wait for the noise to start again, then call the police. Whether or not it's playing when they get there shouldn't matter. Tell them what you have been experiencing and what steps you have taken in the past. Then ask them to contact your neighbor and let him know that if the noise doesn't stop, you will file a complaint and place him under citizen's arrest. You can both have your day in court, then.

Where I live there are not only noise ordinances that are in effect for certain hours there are also nuisance laws that are in effect 24 hours a day. If the city where you live has a nuisance law, you are covered and you can call. I've called the general line many times and gotten great information. I've also called them for a general dispatch of an officer and sometimes it has been anonymously--I have some neighbors who are very retaliatory (I hope I spelled that correctly). Then when the officer comes over they have the whole story from dispatch and I can stay in the clear yet still know the law accurately from the experts!

There are sound ordinances for motorcycles, the problem is getting a Police Officer to respond. I would call the local Police Department and explain the situation with emphasis on your child and how it affects their sleep.
Of course now that you've spoken with the neighbor they will know if was you that called the Police. This may or may not cause other problems.

Most of them that do, do not take effect until after 11 pm. The best the police can do is ask this guy to quiet it down after a certain time and get all your neighbors to complain as well. They will listen to a bunch of people more than they will just one.

Even if they police aren't able to arrest him, I'm sure giving them a call would help you get some ideas as to your rights (I'm sure they'll be happy to help/advise you).
They will most likely come over and your neighbor may eventually stop to avoid any additional police attention. It would also help if you have other neighbors who feel the same way.

Depends on where you live. In Toronto, there can't be any excessive noise in a residential neighbourhood after 11pm. If it's before 10pm, try looking at different laws. You said that he was reving his motorcycle without going anywhere. Look into environmental laws of your state to see what can be done about this so the cops can have something to work with.
