There is nowhere in NYC that is both Chic and Cheap.

if you decide to go to New Years in Times Square realize that you'll be barricaded into a small area (they divide up the crowds) and will likely be there for many hours (if you get a good spot) without easy access to food / bathroom / drinks.

Go to a bar or a club.

The Affinia Manhattan, 371 7th Avenue do some really good deals, also The Beacon Hotel, Broadway is very good. They both have fully equipped kitchens but the Affinia (which is very central as is The Beacon) also has a bar and is "posher" than the Beacon. Both are next door to a supermarket and subway stations - so you can't go wrong. Make sure you are in Times Square on New Years Eve!

Cheap and Chic in New York don't belong in the same sentence. You get what you pay for. New Years the rates triple. So I wouldn't expect to find cheap anything.

There are a lot of places but i suggest the TRavel Lodge wich is just off Times Square.Book now though.
