It really depends if you're going to be in a mall for 4 or 5 hours then take the buggie because after about 30 min. that kid is going to want you to carry them and that will make shopping very difficult. I think about age 5 or 6 they can take the walking a little better. A buggie is good for a long day of walking as long as you can still push it.

sometimes, kids have medical problems or the moms have medical problems that make it hard to keep walking for long.
i know when i would go to the zoo and have the stroller for my baby (before I discovered the sling), my 5 year old would want into the stroller after hours of walking at the zoo.
because we did frequent long outings, i bought a twin stroller (front to back, not side to side - with a lay down divider that allowed one big section to be formed) at a yard sale for 10 dollars and used that at that zoo and for other long outings, to allow our oldest to rest for the long walk back to the car.
But, as you can tell by the word 'stroller', i'm not aware of what's normal in the UK. It's not normal in the US. Here, most people make children suffer pretty young, making them walk far when they're tired, pay no attention when they're hungry, thirsty, tired, etc.
I actually had a woman walk up to me and tell me to take my toddler out of my sling and make him walk. Now why I would want to go through a grocery store with a little one distracted and distracting , when I could hold him on my hip in a sling and chat with him about everything we were seeing, I have no idea. Except that a lot of Americans really have no respect for children and children's needs.

It just depends on where you are, what you're doing, and how long you're going to be doing it. I would say when they are 5 stop it all together but when they are 3 or 4 it's fine on some occasions. For example I would never make my 4 year old walk if we were going to be walking for awhile at the mall or at the zoo or something like that.

At five or six, children need to be encouraged to get as much exercise as possible, so I would discourage them from riding around in a buggie. By this stage, it is not necessary.

my daughter is 4. sometimes she wants to sit in the buggy at the grocery store. I let her. No big deal.

My 4 y/o rides sometimes, like if we're somewhere with a lot of walking, and she gets tired. She's getting to the point now where she doesn't want to ride anymore, though.

personaly i think u should stop pushing your child around in a buggy by the time its 4 cause it will be going to pre school soon.
