Truth was the Feds were after him. It seems he had accepted $500,000 in illegal loans and airline tickets while running the US pavillion at the 1998 Worlds Fair in Portugal. State Dept audits also revealed misuse of public funds to hire relatives and friends and Chauffeured Lomo`s for them to get to work even though he had a fleet of 6 vans to provide transportation.
