I work in a building department where I sell building permits. They require several County Officials signatures, a fee, and the inspector's signature.
Since God is a much higher authority than any human being I don't think he needed any human's approval. Besides the fact that there weren't any humans around at that time. And who would he pay the fee to, himself?

Will you stand before Him and demand to see credentials and get references? Where would you go to obtain all of the housing codes for that day and age. I wonder what filing cabinet that would be in.

Darn it all, he thought so, but apparently he forgot form 1135B. That's the reason for the whole Armageddon thing...he's got to tear it down and start over as per Universal Building Regulation 666 (ahh, now you understand!).
