You have popups BEFORE you connect to the internet.
Sounds like your puter is riddled with viruses

Start your computer is safe mode. Go to:
http://www.lavasoft.com/
and download Ad-Aware SE Personal. Install and run it to get rid of the adware and spyware on your computer.
After you get that done, invest in a good antivirus program,such as Norton that includes adware and spyware blockers, and run it often.

Change in your configuration settings.
Go to Run and type msconfig. In that go to startup tab and in that uncheck the windows that are popping out and restart the system. You are done.

Search for a free pop-up blocker.

Use pop blockers. its freely available on yahoo.It is seen on the explorer window once you install it. and do not fail to enable it.
