From what I hear, it's a poor translation. Pakistan and the British are giving amnesty to former (and they have to be former) tribes that supported the Taliban. They didn't give amnesty to the Taliban themselves.
I think it's one of many plans. Some plans work and some plans fail. They could say they tried, it didn't work and then drop 500 lbs bombs on their villages and then claim the villages would never have reformed.

Deals like this are done all the time....they are only published when a political advantage is required.
Princess...My experience is the Pakistani people both welcome and treat westerners in their country with respect and warmth. They like to chat and talk above the type of life you lead over a cup of tea and it is a geninue curosity.
they will welcome you in their homes, invite you to eat with them, and if it is late a roof over your head. Although many do not have much, they give you what they have over their own needs.
obviously, there are good and bad in all countries, but by in large , if you are respectful, they will also show repsect back 10 times over.
