Soccer' came first, it was invented in England so as it was played with feet and it was a ball that was kicked it was called football. Other European languages took the word directly, Spanish futbol, German fotbal etc.
In Europe American football is called American football because it is what Americans call football, - and I'm going to ask why, as of course its a game you play mainly with your hands.

An early english game that is one of the roots for football (soccer) was called association football. Association as 'you are associated with one side or the other' and football as 'use your foot on the ball'.

Players of association football were called 'ssocers' for short. When the game came over to the US, they started calling the game 'soccer' picking up on the nick name for the players. In the UK they dropped association from the title and started calling the game simply 'football'.

American football came along later and used football since soccer was the other game.
