Yes you are, that is why a turn signal is not an optional device when you purchase a new vehicle. It comes standard on all models.

It's the law. You are required to use your electronic signals OR HAND SIGNALS (anyone remember those??) when making a turn or changing lanes. It's something the inspector will look for specifically when you take a road test for a driver's license.
And by the way, if someone is signaling a lane change, it does not mean you should speed up so they can't get in front of you!
I don't know which state you live in, but here's a link to the Virginia DMV's Traffic Laws at a Glance. The third bullet addresses signals.

I don't think it is the law to indicate. It is certainly in the highway code that you should but if no other vehicles or people very close that may need to know are around and you are spotted manouevering without signalling could you be done for it? I don't think so.
Manouevering without signalling anywhere that may affect other road users, pedestrians etc could be considered dangerous driving and it is that that I think you would be done for.
Any traffic police out there to put us all straight?

Make sure you put plenty of signal fluid in your turn-signal repository. That way you'll always be signaling your intentions.
You can find it close to the battery and near the fan blade. Be careful you don't overfill the container. If you do that, your turn signals will over heat by clicking continuously, first the left, then the right, then the emergency flashers.

In the United States this is the law, but it is rarely enforced. And I think it should be. Most accidents involve somebody saying about the other driver, "He did something I wasn't expecting him to do." We all have an obligation to alert other drivers of our intentions. I just think a lot of people are lazy in this regard.

You are obliged to do so by the law and for the safety and courtesy of other drivers on the road.

It's the law. If you don't, you could get a ticket for "Marked Lane Violation"
