Do not grab it by the edge (when you see the double arrow) just grab it in the middle of the bar, and drag. This should work.

Click just to the left of the clock and a line will appear and show where the bar will move to. Keep doing this until the menu bar is where you want it to be.

Click on it and drag to the bottom, if this doesnt work then maybe it is locked, right click and and check if Lock Th eTaskbar is checked, if so, uncheck it and try again.
If this fails then I would search the internet for an answer.

Click on the line where teh start button is - hold it, and drag it back down to the bottom - or wherever you want it.
