The answer is Harris County in Texas. They have executed 92 people and even in a state v. Texas counties breakdown they rank second as the governmental sub-division with the most executions. Only the entire state of Virginia (of course the state of Texas, which was excluded since it was divided into counties) has had more executions than Harris County. Virginia has had 97. Scary how unevenly the death penalty is applied.

Well, Texas is the STATE, I am not sure of the county.
